What is the purpose of the consultation on the future vision for account-to-account payments in Australia?
AusPayNet and AP+ are jointly undertaking a public consultation to seek input and views from stakeholders, including end users, on the development of an industry vision for the future of account-to-account (A2A) payments in Australia. The consultation findings will support a series of strategic roundtables later this year between AusPayNet, the RBA, Treasury, AP+ and other key stakeholders. These roundtables will help shape a shared vision for the future of A2A payments in Australia and develop an in-principle plan for achieving that vision.
Why is the consultation happening now?
The Roundtables are expected to take place in the second half of the year. The findings from this consultation are an important input into the preparation for the Roundtable process.
Who can lodge a submission?
Submissions are welcome from all key stakeholder groups and end users of Australia’s account-to-account payments systems, including consumers, businesses, governments, financial institutions and intermediaries involved in payments.
How can I lodge a submission?
Submissions should be submitted in a Word or RTF format document and should include the name of the person or organisation providing the response and contact details. Anonymous submissions will not be accepted.
Submissions should be emailed to A2Avisionconsultation@auspaynet.com.au or consultations@auspayplus.com.au.
When are submissions due?
The closing date for submissions is 31 July 2025.
Can submissions be lodged confidentially?
To provide a confidential response directly to AusPayNet that will not be viewable by AP+, please send your submission to Sam Gilliland Head of BECS Transition, indicating if parts of the submission or the whole submission should be treated as confidential to AusPayNet only.
Alternatively, a submission can be lodged directly with the RBA.
Who will read the submission responses?
Unless a submission is confidential (see answer above), submissions will be viewable by AusPayNet and AP+ staff working on or involved in the development of an industry vision for account-to-account payments.
Aggregated findings from the public consultation will be provided to the RBA and Treasury.
Will my submission be made public?
No, individual submissions will not be published. Any publicly released findings to this consultation will be aggregated and/or anonymised.
Can I respond to only part of the consultation paper, or do I need to address all sections?
There is no requirement or expectation that written submissions will include responses to all the questions contained in the consultation paper.
What happens after the public consultations close?
Submissions will help shape an industry vision and plan for the future of account-to-account payments in Australia, with high-level deliverables and milestones, including clear prioritisation and sequencing.
AusPayNet will provide updates on the Roundtable process via its regular updates to the industry on the progress of the BECS Transition Program.
